Either they're at the beach at 6:00 in the morning and are illegally there or they didn't hear the shark warning announcement to get out of the water.
I've never wanted a shark attack or a tsunami more than now. Dawn will be swept away or eaten by the shark and Hugo will remain unscathed. Wilbur will then interview him for one of his Pennysaver "survival stories".
That beach is unpopular because of the extreme drop-off just offshore. Also, as anyone who's ever been in the ocean can tell you, it's not really the place for heart-to-heart discussions, especially when you're that deep in the water. There are these things called waves that you find in the ocean. Even a small one would hit them in the face at that depth. I imagine the conversation going something more like this:
HUGO: Is anything the matter [splash!] (ppthhht), Dawn? DAWN: Hugo...[splash!] (cough cough), I just want to hold onto [splash!] (cough pppttht) this moment forever. [Splash!] HUGO: Ugh, I got water up mon nez.

I think Hugo is experiencing shrinkage. Dawn is larger than him now; she was half his size when he wore the paint blobby shirt.
