Hahahaha. Toby groans because it is such a corny joke. It is a pun. It means he wants to have an affair with his married teacher. Because Cal is a terrible person.

Who are the two people in hazmat suits in panel 1, and why are they there? Does Santa Royale Community college have a program in Working with Toxic Substances?
We all wanted to see something more of Toby and Ian after several years of Wilburing, but I must confess to being totally disgusted by whatever this story arc is trying to do.
So, Toby dismisses a completely inappropriate remark by her student with a joke and an eye roll? She must think the #MeToo Movement and the #WhyTheHeckNotMe? Movement mean the same thing.
@KitKat - it seems that Moy has missed that leap in society completely. Remember, Ted "Such a character"?
I am still liking this story line is better than the Wilburps. We all know that nothing will happen but some winks and maybe, maybe a stolen kiss. Nothing ever gets too serious here except alcoholism, drugs and sex abuse.
