No one else is waiting. It's either a slow day or Hanna and Sean neglected to check the office hours and it's closed. Sean: "Oh, darn it! We got all dressed up, and we brought you, Mary! What's your schedule like for tomorrow?"
If the ceremony ever takes place, I hope when the officiant asks if anyone knows a reason that these two should not be united in matrimony, Amy's Brother rushes in and shouts, "I do! Dad is still alive!"
Keep wondering how Hanna came by the information that the wait for a wedding ceremony "isn't bad". Was she skulking around the front door of Office Marriage Bureau, quizzing the people in line to see just how long the wait was? If she decided it was too long, would she not get married? Figuring she's just blabbing with nervous energy in anticipation. . .That and we have to drag this out until Valentine's Day. .. Can't wait for that big, red heart on Saturday's strip. No way Hanna and Sean are getting married on Friday the 13th.
The wait may become "bad" if the Office Marriage Bureau is closed on Valentine's Day, a Saturday. Hanna and crew may need either to go ahead with an ominous Friday the 13th wedding or camp out until Monday morning.
Check out Mary's right hand in Panel 1; looks like another left hand to me. I think Uncle Joe has a tough time drawing fingers unless they're the size of Sean's in Panel 2.

OK, getting the license is kinda like the Bureau of Motor Vehicles, but the actual wedding? (I don't know, I got married in a church.)
I think it's his Big Foam Finger that he carries around like a prop.
