Karen Moy employs many literary devices to tell her marvelous stories: Action, in-action, and today's perfect execution of anti-action. Very few authors dare to attempt anti-action because using it improperly can suck the reader's brain into an intercranial black hole. So it requires a license. But used properly, it completely negates all previous action in the story.
There are times when the use of this dangerous technique is important. For instance, when the writer wants to erase all previous character development, or blandify the character. It is the author's do-over and always keeps the reader guessing. I can't recommend the use of anti-action because it has the potential to kill, but I am sure most of us survived today's excellent usage.

When I take a day off to focus on family or work, I usually don't backtrack, but I think to fully appreciate what's going on in this strip, you have to review what I think is the BEST BREAKUP EVER. Adam, who believes in Congressman McDugal, goes to work for him. He is so respected in the Secret Service that I guess he gets to pick and choose his own assignments based on, presumably, political ideology. Of course, since no one can EVER be in a relationship with someone who is on call, Terry has a complete meltdown. For Terry, you're either on call with her, or with the Congressman. Adam, who has his principles, chooses the Congressman, at least until he gets shot eight years later. Then he comes limping back to Terry, all "I love you, I have always loved you." But what happens when he ends up taking a bullet for Terry? Then who will he go limping off to?

McDugal? Of all the politicos you could have chosen to name Adam's hero after, you picked Jim McDougal? The real Jim McDougal died in 1998 in a federal correctional facility at the age of 57 after being convicted on 18 counts of fraud and conspiracy in the Clinton's Whitewater case. He also made his second failed run at Congress during the height of the controversy.
Is it political differences that drive Adam and Terry apart? Is he protecting a crooked congressman, while she is investigating him for fraud?
