Hugo is giving the side eye that looks like he's thinking of a way to escape this clingy broad. "If I push her under zee water, I could say a wave took her. I tried to valiantly save her, but alas, it was too late. C'est la vie."
I'm betting it will be a not quite so long distance relationship with "Hugo," who is really from Bloomington, Indiana. Remember "Breaking Away ?" "My name is Dave Stoller. I'm what you call a cutter."
I know this won't happen because nothing remotely interesting ever happens in Mary Worth, but wouldn't it be fun if Dawn followed Hugo to Paris and stalked him a'la Wilbur style?
Dawn, why will you wait to ask Hugo to have along distance relationship with you when he returns to Paris? Why not ask him now? He is right there, right in front of you.

Long-distance relationships are hard enough even without the distance being 6,000 miles.
